Your Rights as a Consumer

Effective September 1, 2025, Texas House Bill 4224 (89th Regular Session) added Section 181.105 to the Texas Health & Safety Code. Under this law, Autumn Counseling is required to provide clear information to consumers about how to:

  1. Request access to your health care records;

  2. Contact the licensing or disciplinary authority that oversees our services;

  3. File a consumer complaint.

1) Requesting Your Health Care Records

You have the right to request access to your health care records maintained by Autumn Counseling.

To request your records:

Please include your full name, date of birth, best contact email or phone number, and a description of the specific records you are requesting.

We will respond to your request in accordance with applicable Texas law and federal HIPAA regulations.

2) Contacting the Licensing & Oversight Authority

If you have questions about licensure or wish to contact the authority responsible for licensing and regulating our practice, you may contact the:

Texas Behavioral Health Executive Council

The Texas Behavioral Health Executive Council oversees licensure and professional standards for behavioral health providers in Texas.

3) Filing a Consumer Complaint

If you wish to file a consumer complaint regarding services you received, you may contact the:

This office provides information on consumer rights and instructions for filing a complaint.
